Why did GOP leaders protest the Obama stimulus then celebrate it for their own state stimulus?

This shows the extreme hypocrisy of the GOP. They had RIBBON CUTTING ceremonies with their Obam stimulus dollars. Gov. Pery used his to HELP PAY OFF HIS STATE DEFICIT.
