16 year old Teens are Mature Enough to Drive a Car but Not Mature Enough to?

You only have to watch 16 year olds in High School to realize they have no business gambling, voting, having sex & driving a car. Sure every 1 out of 10 might be mature enough to handle the responsibilities but it is easier to just set a blanket age that we determine adulthood by. 18 is probably a little "young", especially for boys who continue to exhibit risky behaviors (which is why our military likes the 18 age for recruitment).
